Submitting proposals (archived)

The corpus change proposal workflow has been archived to archive/compiler-v1/. Conductor is now a pure knowledge base — the corpus directory and all corpus units are archived. The submit_proposal, get_proposal_status, and implement_approved_proposal MCP tools no longer exist.

How it worked (historical)

The governed proposal lifecycle was:

1. submit_proposal → GitHub issue with label conductor-proposal
2. Hector reviewed and commented exactly Conductor-Approval: approve
3. implement_approved_proposal → opened a PR with corpus-only patches
4. PR review and merge → policy became active

All corpus files under corpus/, schemas under schemas/, templates under templates/, and deploy scripts under deploy/ have been archived to archive/compiler-v1/.

Documentation changes to the docs/ directory now use normal PR review.
