Plan bundle schema (archived)

The plan-bundle schema has been archived to archive/compiler-v1/. Conductor is now a pure knowledge base with no plan-authorization workflow. There is no consult_plan, no authorization claim, and no complete_authorized_work. The plan bundle format and all associated tooling no longer exist.
